Introduction
1.1 Overview
The Management Services Division is responsible for planning, coordinating, and implementing activities related to office management, administration, human resource management, services, maintenance, training management, human capital development, training programs for the industry, and customer service counter management.
This division provides continuous support services to the four (4) main divisions of MDA, namely:

Post-Market & Enforcement Division,

International and Industry Relations Division,
as well as the units under the Office of the Chief Executive of MDA, which include the Integrity Unit and Internal Audit Unit.
1.2 Core Functions
1.2.1 Human Resource and Services Management
Plans, manages, implements, and coordinates human resource and service management to ensure compliance with applicable regulations and the efficient execution of designated functions, including:

Coordinates training activities within MDA to ensure staff competency through:

Manages medical device-related training programs for industry stakeholders.
1.2.5 Office Administration, Asset, and Procurement Management
Coordinates and manages administrative matters, assets, inventories, and office procurement requirements, including:

1.2.7 Financial Management
Plans, drafts, and prepares MDA’s annual expenditure allocation under the Management Services Division to ensure that distributed allocations are sufficient and utilized prudently according to established financial procedures.

Coordinates and manages the operation of MDA’s customer service counter.

Coordinates and manages meetings under MDA and the following committees:

Integrity Unit
INTEGRITY UNIT
Brief Introduction
The Integrity Unit (IU) of the Medical Device Authority (MDA) was established in accordance with the Human Resource Service Circular 2022, Section SP.1.2.1, designating the unit as the central reference point for all integrity-related matters across ministries and departments. Effective 1 January 2022, the unit reinforces a culture of excellence anchored in strong moral values and ethical behaviour among public servants.
Led by Puan Noor Arifah binti Abdul Latif (Head of Integrity Unit) and supported by Encik Musa bin Mohd Hussin (Assistant Administrative Officer), the unit is responsible for executing six (6) core functions:

Governance
Ensuring the implementation of effective and transparent governance practices. -
Integrity Enhancement
Driving the culture, institutionalisation, and practice of integrity across the organisation. -
Detection and Verification
Identifying and verifying complaints involving criminal misconduct and breaches of ethics, and ensuring appropriate follow-up action. -
Reporting Misconduct
Reporting criminal misconduct to the appropriate enforcement agencies. -
Complaint Management
Receiving and managing complaints related to criminal misconduct and violations of organisational ethics. -
Compliance
Ensuring adherence to applicable laws, regulations, and directives. -
Disciplinary Management
Serving as the Secretariat to the Disciplinary Committee.

Finance Division
FINANCE DIVISION
BRIEF INTRODUCTION
The Finance Division of the Medical Device Authority (MDA) comprises two (2) sections, namely;
i) The Finance & Accounts Section and,
ii) The Revenue Section.
The Finance Division is responsible for ensuring that all enforced financial procedures and regulations are fully complied with.
i) THE FINANCE & ACCOUNTS SECTION

Coordinates all matters related to payments to individuals or companies for supplies, works, and services rendered to the Medical Device Authority;
-
Coordinates all internal staff payments, including salaries, allowances, claims, and other related disbursements;
-
Ensures that all accounting records for each transaction are accurate and correct for monthly and annual account closing;
-
Prepares complete and well-organized MDA financial statements for presentation in Parliament;
-
Ensures that MDA practices prudent spending based on approved plans and allocations; and
-
Undertakes the most profitable investments based on the suitability of MDA’s cash flow.
ii) THE REVENUE SECTION
-
Receives and records all revenue collections from industry payments made under the provisions of the Medical Device Act 2012 (Act 737) and the Medical Device Authority Act 2012 (Act 738);

Ensures that all revenue collections are accurate and correctly recorded for monthly and annual account closing purposes;
-
Issue official receipts for every payment received from the industry;
-
Monitors revenue collection in detail in accordance with established reporting standards; and
-
Implements revenue collection processes through the Medical Device Integrated Financial Accounting System (MeDIFASt) and the Medical Device Centralised Online Application System (MeDC@St 2.0+).

Corporate Communication Division
CORPORATE COMMUNICATIONS DIVISION
Brief Introduction
The Corporate Communications Division of the Medical Device Authority (MDA) is not just an ordinary division – it is the heartbeat of communication, ensuring that every piece of information is delivered accurately, promptly, and with impact. Formally established in 2018, the Corporate Communication Division replaced the Public Relations Unit (UPA), which had operated since 2013, bringing a refreshed and contemporary direction to MDA’s corporate communications.
Placed under the Office of the Chief Executive, CCD has grown rapidly, with a dedicated team comprising the (1) Head of Unit, (2) Public Relations Officers, (3) Public Relations Assistant Officer. Each member contributes their unique strengths to ensure the smooth execution of the organisation’s communication strategies.
As the official ‘voice’ of MDA, CCD is responsible for ensuring that all information disseminated is not only accurate but also easy to understand and accessible to the public. From shaping the corporate image to maintaining strong media relations, CCD ensures that MDA remains relevant and trusted by the community.
CCD is divided into 5 (5) main sections, each playing an essential role in keeping the communication engine running efficiently:
i. Corporate Administration – The backbone that ensures all administrative matters run smoothly.
ii. Communication Management – The game changers who coordinate media relations and strategic communications.
iii. Public Education and Awareness – Educators who creatively and interactively raise public awareness about medical devices.
iv. Customer Service (Complaints) – The frontliners who ensure every inquiry and complaint receives the highest level of attention.
v. Publications – The content creators responsible for developing the MDA Annual Report, MOH Annual Report, e-bulletins, and other informative promotional materials.
Driven by teamwork, creativity, and innovation, CCD continues to move forward to ensure that MDA is not only recognised but remembered as a credible and people-friendly medical device regulatory authority.
